Though there are others also but the most commonly used server is the Apache

Apache supports almost all important scripting languages such as PHP , Python , Perl etc and is cross-platform

As far as databases are concerned you can go for MySQL based database for your website

For testing your scripts you need to setup a local server.

Based on the above , i would suggest two approaches

-install Xampp

-install Apache , MySQL and PHP separately

The first approach is definitely easier and much less cumbersome. you should go for the second approach only if you want to get an insight into the server.

Yes as mentioned above you should go for XAMPP. This is a complete package containing everything required for setting up a web server and also its available for both the platforms you have asked for i.e. Windows and Linux.

Latest version of XAMPP as of now is 1.7.1, including:

  • Apache HTTPD 2.2.11 + Openssl 0.9.8i
  • MySQL 5.1.33
  • PHP 5.2.9
  • phpMyAdmin
  • XAMPP CLI Bundle 1.3
  • FileZilla FTP Server 0.9.31
  • Mercury Mail Transport System 4.62

Below is an embedded video showing how to install XAMPP on Windows Vista
